Scrollbar enquirements

I'm not sure whether this forum can do a scrollbar on the top, below the tag options.
I'm suggesting this scrollbar in order to let all the forumnists know that what's the current / new happenings in this forum.
Also, new members can be spot light at this scroll bar. E.g: Today's new member/s is : pangjasmine, azureskydreamer .. (below the nav. bar)
Besides, new posts or most interesting topic can be post on the scroll bar when no new members sign up.
Current issues can be added too. (Might as well open as a topic to find alternative in overcoming it.)
Or holiday/birthdays/public holidays/school holidays & etc ...
It convenient the users in this forum =)

show me an example. I don't think its impossible.. But have to look for help. My html skills are not that great. If you noticed at the bottom of Our forum's home page https://digitalskies.forumotion.com/ has the new member thing you mentioned as well as who is online.. but i don't think that is what you mean.

one is a sort of games / wishes in the pond. [maybe this one u can do it for new members of the day & etc]

PS : This is another forum from Tawau. I'm also one of the moderator. But not active because of the language issue. But we started off very well until now.

They have blogs, game zone, music sections and sorts.

Can not write to cache files, please check directory ./forumdata/ and ./forumdata/cache/ .
